Example 1: These are the instructions on the website of Alice Springs in Australia. The bins must be put out before 6am, and the special positioning instructions are because they use remote-reach side-loaders.


Example 2:The Staffordshire Moorlands District Council in the UK is currently converting to wheelie bins. Households are each being given two bins, a 140 liter for general waste and a 240 liter for garden waste. The complaints procedure is interesting.


Example 3: The Waverley Borough Council in the UK is charging a high price for the bins, but maybe this is instead of a monthly charge? Generally, their system seems complicated?


Example 4: Also in the UK, Newton Abbey has this interesting set of Frequently Asked Questions:

Q1. What day is my bin emptied?

Q2. Who is responsible if my bin goes missing?
If your bin is out for collection on the day of collection and goes missing, the Council is responsible to replace it free of charge. However if it is stolen from private property, the resident is responsible to replace it.

Q3. Will my domestic refuse collectors take anything that I leave out?
Only 2 black bags will be lifted with bin. A bulky collection can be arranged for anything more than this (see below).

Q5 What should I do if I have rubbish to dispose over a bank holiday?
Take it to Bruslee.

Q6 Does the council offer a service to clean my wheelie bin?
No.

Q7 How can I get rid of asbestos?
As the council has no qualified staff or suitable vehicles for disposing of asbestos it is recommended that a private company can be contacted i.e. Clearaway 02890 457556 or Wilson Waste Disposing 02890 747341.

Q9. What can I do with my garden waste?
During the summer months, Newtownabbey Borough Council has a Green Waste vehicle where garden waste may be discarded. Garden waste can also be disposed off at Bruslee Recycling & Civic Amenity Site.

Q10. How can I dispose of large household items?
These can be left out for bulky collection.

Q11. How can I request this [bulky waste] service?
Collections can be arranged by contacting the Cleansing Section on 028 9034 0057.

Q12. When will you collect?
Bulky collections will be completed within 10 days.

Q13. What will you collect?
General household waste. If in doubt a supervisor is available to advise on what can be collected. Ring 028 9034 0057 for more information on this service or click on (link through to items for collection).

Q14. How can I dispose of other items?
Other items may be disposed off at Bruslee Recycling & Civic Amenity Site.

Q15. What happens if my bin is goes missing due to civil unrest?
If domestic bins go missing or are destroyed on the day at the point of collection during a period of civil unrest, a 50% reduction in the cost of a replacement bin will be approved. Call Cleansing Services.

A blue bin may be requested by calling the Cleansing Section on 028 9034 0057.

Q18. When is my next collection?
You can access our online Blue Bin database by clicking here to find out the blue bin collection dates for your street for the 2003 year. A calendar can also be sent out to you displaying collection dates for the year.

Q19. What can I put in my blue bin?
Newspapers, magazines, office paper, catalogues, telephone books, paperback books, office brochures, junk mail.

Q20. What can I not put in my blue bin?
All envelopes, Yellow Pages directories, card, cardboard, milk cartons, hardback books, cellophane/plastic, Christmas gift wrappings, tissues.

"The current waste collection system used in Hillingdon is the one used throughout the majority of London and across the South East. Switching to wheelie bins would create problems for a significant number of the borough’s residents both in terms of where to store a wheelie bin as well as how to handle it considering that some of the borough’s elderly population would find this difficult.

In addition a number of Government studies have shown that the provision of wheelie bins can hinder the development of recycling services. This is because wheelie bins make it too easy for people to throw rubbish away due to the generous nature of the storage capacity provided."

What a load of hogwash!

Hi Hillingdon resident, if your town is going to end up looking like these photos, then I tend to agree that your council should not force wheelie bins on you.

Here is a straightforward approach in Ireland by Fermanagh District Council. Two bins only (both of same height). Collection seems to be at 14 day intervals.
